Inner Harbor is the 3rd book in the Chesapeake Bay series by Nora Roberts. Each book in this series focuses on one of the Quinn brothers—all of whom were adopted by Ray and Stella Quinn when they were kids.
Phillip Quinn had a rough childhood living on the streets before he was taken in by his loving and doting foster parents. Now, as a mature, successful, and wealthy adult, Phillip is raising Seth alongside his brothers. Seth is rumored to be his foster dad’s biological son.

Phillip is the last Quinn brother without a lady, but all bets are off when Sybill Griffin comes to town. Sybill is mysterious, and it’s possible she may have ties to Seth.
The Chesapeake Bay series is formulaic, just like many other Nora Roberts series. In Inner Harbor, Phillip falls in love with Sybill, there’s some drama thrown in the mix, and then eventually everyone lives happily ever after. You always know what you’re gonna get.
The books that come before Inner Harbor are:
- #1 – Sea Swept (1997)
- #2 – Rising Tides (1998)
I’m not a huge fan of this series, but it’s alright. I also reviewed Chesapeake Blue, which is the last book (#4) in this series.
Other books by Nora Roberts include:
- Mind Games (2024)
- Hidden Nature (2025)
- The Final Target (2026)
